On Friday, May 25th at 11:30am, Mayor Vincent Gray will cut the ribbon on the Rosedale Recreation Center and the Rosedale Pool. Each year a DPR location is chosen to signify the beginning of the outdoor pool season and this year it's the brand new Rosedale Pool. At some point in the very near future we hope to dedicate the field to Ms. Mamie "Peanut" Johnson, a baseball legend in the Rosedale community.
Please come out to the ribbon cutting ceremony on Friday and spread the word to neighbors and friends.

Meeting recap and an important meeting tonight.
Thanks to everyone who attended the RCA meeting last night. Here's a quick recap:
-Pepco representatives came by to discuss the smart readers and how they operate.
- Volunteers are needed for the summer caps that will be held at the recreation center.
-Rec center is scheduled to open on time! Memorial Day weekend! Plans have supposedly not changed much follow the link for some conceptualized images.
- Anyone interested in being part of an evening walking club?
-There will be a meeting tonight at the Pilgrim AME church (off of 17th St across from the rec center fields) to discuss the naming of the library and rooms in the rec center. The meeting stats at 6:30 and all are welcome.
-Bylaw update was given as we try to activate all aspects of the RCAs' 501c status and become a more functioning community development group.

"Demolition has begun. A new Recreation Center will rise. A library will be be built where there hadn't been one before. And we all did it together. All of us.
RCA. RYI. RGO. All worked hand-in-hand. Rosedale neighbors got themselves down to the District Council over and over again. Our mayor pitched in. Tommy Wells helped at crucial times along with Charles Allen, his chief of staff.
Councilman Thomas and his key staff Council Staff member, Neil Rodgers, were surprised and responsive because we were always at Council meetings. And that "we" meant the Rosedale Community...men and women, multi-racial, different ages. We could always count on Councilmembers Alexander and Kwame Brown, too. The whole council listened and supported us.
RYI, with its orientation on sports, sent coach John Cotten to meetings where the community could speak out about the field and design of the building. RCA president, Nikki Bowens, was there carefully keeping us on track. RGO leader Sondra Phillips Gilbert added her voice to the chorus. Willie Smith brought his vision for area youth and the creation of H.O.O.D. to the table. ANC6A members never wavered. Members from Pilgrim church gave testimony at the Wilson Building. Despite our different backgrounds or because of them...we ordinary people were awesome and relentless.
District planners paid attention to the Rosedale community because we learned to work together by touring Rec Centers and Community Centers all around the District. We got to know several of the DPR people, including Bridget Stesney, and the architects. Brian Williams, Rosedale's tireless manager, literally steered us around town us on those tours. Sometimes we purred. Often we pouted. There days when we shouted. We weren't playing. We were working. And no one suggested that we stop.
I repeat that we, the people of Rosedale, were all amazing. All of us tore down the past to build the future. And I am proud to know so many of us."

On behalf of Mayor Fenty, my office and the Department of Parks and Recreation (DPR), it is my pleasure to announce DPR is hiring a Recreation Aide to staff the expanded space at the temporary location of Rosedale Recreation Center at Gibbs Elementary (19th & E St).
Summer 2010 is bringing changes to our recreational facilities in Rosedale. We are very excited to increase our current interim space at Rosedale Recreation Center in Gibbs Elementary School.
To accommodate the needs of the community, Mayor Fenty and the Mayor’s Office of Community Relations and Services (MOCRS) has worked together with the Office of Public Education Facilities Modernization (OPEFM), the Department of Parks and Recreation (DPR) and most importantly the community to optimize the use of Rosedale Rec’s temporary site. In addition to the current space at Gibbs being used, residents will now have access to the multi-purpose room for a number of activities!
DPR is currently looking to hire a temporary, part-time, qualified individual from the Rosedale community to assist in staffing the expanded space in the Gibbs School Multi-Purpose Room during the evenings. The room will be host to a number of different summer activities, such as a kids boxing camp, girls cheerleading, indoor basketball and more.
Qualified applicants will be responsible for:
Scheduling activities and other related programming duties
Providing information to the community regarding programming and upcoming events
Supervising and working with youth
Physically setting up equipment for activities when necessary
Other duties as assigned/Please see additional information below

One of Councilmember Tommy Wells’ first priorities when elected to Council was the renovation and reconstruction of the Rosedale Recreation Center. As any neighbor will tell you, while the programs and athletics at Rosedale were second to none, the building and grounds were in bad shape and in desperate need for improvement. Working with a great team of community leaders, Tommy got the city moving on the project that had been left out for too long.
The first order of business was getting funding secured for the project. Tommy had planning money placed into the DC budget the next fiscal year, and working with the strong support from the community, helped continue making the case and ensuring the capital dollars needed for the project survived every budget vote and remained intact. When the community asked for a library to be added to the project, he again went back to the budget and had more funds included. To help keep the pressure up and make the center a priority, Tommy hosted his annual Ward 6 Family Day at Rosedale Recreation Center – bringing other Councilmembers and residents from across Ward 6 to the fields and facility. Ultimately, the Council passed a budget of roughly $16 million for a complete overhaul of the center to better meet the communities’ needs.
So what will the new Rosedale Community Center include? Here’s a snapshot:
- approximately 26,000 square foot recreation center
- attached 4,000 square foot library facility with separate entrance but shared access to recreation center
- field renovation and replacement with artificial turf, striped to support football programs and other sports
- new outdoor field and facility lighting
- rebuild and replace swimming pool
- rebuild and update playing courts (basketball, tennis, etc.)
- new gymnasium with bleachers
- exercise & weight room
- activity rooms, including teen, senior, computer, and craft specific rooms; as well as multipurpose rooms with community meeting spaces
- daycare with kitchenette
- restrooms and locker rooms
- administrative offices
- LEED Silver certification for environmental and energy saving construction
After many twists and turns, the contract has now been approved and neighbors will start seeing action around the center this week.
Below, you’ll find a detailed summary of the project. But first, we have a schedule and rough timeline for the project:
Immediate schedule:
Week of June 28, 2010- Construction team finishes contract negotiation and systems set-up.
- Trailers will be installed on-site with temporary electric service.
Week of July 5, 2010- Construction perimeter will be established.
- Erosion and sediment control measures implemented.
- Demolition of the existing recreation center will commence mid-week.
Additional general timeline:
Summer 2010- Demolition of existing recreation center building
- Layout utilities & building
Fall 2010
- Install bio-retention & storm drains
- Install utilities & sewer
- Install parking sub-base
- Install building footings
- Pour slab-on-grade
- Concrete masonry work
Winter 2010/11- Install roof
- Complete framing interior of structure
- Install windows
Spring/Summer 2011
- Complete millwork
- Install lockers & equipment
- Final completion of building & exterior details
Project Description
The Rosedale Recreation Center is located at 1701 Gales Street NE, Washington DC, 20002. The Project will include demolition of the existing recreation center and construction of a new recreation center of approximately 26,000 SF. The geotechnical analysis has determined that, due to the existing natural soil composition, the foundations will need to be built on new, compacted fill material. Therefore, the foundations of the proposed building can be supported on approved engineered fill placed over firm natural soils or firm natural soils can be designed for an allowable bearing pressure of 3,000 psf. The floor supported slab shall be designed as a slab on grade. The Project will obtain LEED Silver certification.
In addition to construction of the new recreation center, the Project includes the construction of a 4,000 square foot community library on the Project site. Community involvement sought the addition of a new library to the recreation facility, which has been incorporated into the site and includes a separate entrance but shared access with the recreation facility. The Project also includes the replacement of the existing grass field with an artificial surface that will be striped for several sports. Lighting for the field as well as pedestrian access from the recreation center to the field will also be required. Additionally, the Project will include replacement of an existing pool. The aluminum pool will be removed with a new "zero-entry" pool constructed in the same footprint. The pool equipment will be reused to the extent possible. The project will also include reconfiguration of existing playing courts that will allow the incorporation of a point of ingress/egress with some site parking.
The new Rosedale Recreation Center will include a health and fitness oriented recreation building for the community with the major programmatic elements of the Project to include: gymnasium with bleachers; exercise/weight room; activity rooms; teen room; Senior/Multipurpose room; computer room; craft/multi-purpose room; meeting spaces; daycare with kitchenette; administration offices; kitchen; restrooms; locker rooms for the existing outdoor pool and associated support spaces as well as construction of a 4,000 square foot community library on the Project site.

WASHINGTON, DC – Today Mayor Adrian M. Fenty, Executive Director of the Office of Public Education Facilities Modernization (OPEFM) Allen Y. Lew, and Interim Director of the Department of Parks & Recreation (DPR) Jesus Aguirre joined the Ward-6 community to provide an update on renovation efforts scheduled for Rosedale Recreation Center.
“I am pleased to meet with the dedicated residents of this community to thank them for their endurance and commitment in seeing this project through to completion with us,” said Mayor Fenty. “I am confident that our team will create a first class facility that this community will be proud of.”
The $17 million complex will include the abatement and demolition of the existing recreation center and will feature a highly anticipated adjoining library and a brand new recreation facility with space for:
· child care center
· administration offices
· senior room
· computer lab
· gymnasium
· new locker rooms
· game room
· new athletic field and a refurbished pool
"It is a goal at DPR to meet the recreational needs of all of our residents, and the new Rosedale Recreation Center will meet that goal," said Interim Director Jesús Aguirre. "The community has asked for and is getting a new facility that will provide a safe and healthy environment for everyone to enjoy."
“We are working diligently to ensure the recreation center is built to this community’s liking,” said Director Lew. “As with many of our school and recreation projects, we are committed to the highest standards of sustainability.”
The administration held a groundbreaking to announce renovation plans on September 30, 2009 with a completion date of May 2011. After careful restructuring, the project has been slightly readjusted for a completion date of June 2011.

New Rosedale Community Center Design Presentation!
Department of Parks & Recreation will hold a community meeting to present the design for the highly anticipated new Rosedale Community Center this Friday August 28 @ 7PM at the existing Rosedale Recreation Center (1701 Gales Street, NE).
More design information, including a site-plan, building-plan, construction schedule and temporarily relocated programming will be posted once it is available.

New Rosedale Community Center Update
Great News! Council Member Tommy Wells was able to secure $3 million additional capital funding for the Rosedale Community Center – bringing the total amount available for the construction up from $12 million (with an additional $1 million in planning costs) to $15 million. Wells would like to see the additional funding support the construction of a new library branch at this site, and the remainder used to create additional enhancements to the community center design.

RCA Outreach Committee would like to give BIG THANKS to Ward 6 Council Member Wells, and his staff, for all the continued support for the new Rosedale Community Center. He has been working with Deputy Mayors Office of Planning and Economic Development, Department of Parks & Recreation, ANC6A, Rosedale Grassroots Organization, Rosedale Youth Institute and Rosedale Citizens' Alliance for more than 3 years and it appears his tenacious efforts, along with the multiple community organizations, will finally bear fruit. Wells’ “11th-hour” persuasion for additional funding succeeded in providing the Rosedale community with greater resources that will ultimately benefit the community for generations to come.
Below are some highlights of the new design:
· Exercise Room
· Computer/Resource Room
· 2 Crafts/Multi-purpose Rooms
· Seniors Room
· Teen Room
· Daycare Facility with secure Playground
· Indoor Gymnasium
· Splash Park (adjacent to existing pool)
· New Tennis Court (reduced from 2 to 1)
· 2 Resurfaced Basketball Courts (relocated where tennis courts are now located)
· Automobile Parking Spaces (10)
· Green (Vegetative) Roof
· Existing Outdoor Pool to Remain
· Fully Disable Accessible Facility
· USGBC LEED Certified Building (this has not been confirmed)
Now with additional dedicated capital funds, more amenities could be incorporated, including a new Library wing (probably a future addition). Just a note though, days before city council voted to approve the fiscal 2010 city budget which included the additional $3 million, DPR said the Rosedale Community Center building and site design were final and the project's fall ground-breaking and construction time-line was set. So, how the additional capital funds will be incorporated will have to be discussed rather quickly to keep the construction schedule moving forward and the new community center delivered as soon as possible.
So, stay tuned for more exciting information!

Proposal to Rename Rosedale Field
A proposal is under consideration to rename Rosedale Field, associated with the Rosedale Recreation Center (17th & Gales Streets, NE) in honor of Mamie “Peanut” Johnson, one of only three women to play professional baseball in the Negro League. Ms. Johnson was “discovered” while playing at the field and continues to live in the immediate neighborhood.

Public comment on the issue will be solicited at the August 3 meeting of the ANC 6A Community Outreach Committee. The meeting will begin at 7:30 p.m. at 1235 C St. NE. You can also send comments to RCA, rosedaledc@gmail.com, and we will forward them to the committee prior to the meeting.

Rosedale hopes for library at new [Rosedale] community center

The Northeast Capitol Hill advisory neighborhood commission and other community groups are pushing two city agencies to work together to include a library in the soon-to-be-built Rosedale Community Center.
“We have to break down … artificial barriers that exist between city departments and put facilities in where people have the greatest access to them,” said Northeast Capitol Hill commissioner Kelvin Robinson.
But current plans for the new community center — which will replace the Rosedale Recreation Center when it’s demolished at the end of the year — don’t include the 3,000-square-foot library neighborhood leaders want.
The D.C. Department of Parks and Recreation, which manages the Rosedale site, this month selected the architecture firm CORE to design the new building and gave it three months to finalize the plans, said spokesperson John Stokes. The first of several community meetings will be held by the end of the month to get input on the building from residents, he said. A new library is one among many suggestions for the center the agency is considering, Stokes said.
“The discussion for having a library is still on the table,” he said. “The decision regarding a library will be made in the near future.”
The D.C. Public Library announced last year that it was considering opening a library at the new community center. But the library’s board of trustees decided in March that it would not consider a new library there or any other site in D.C. until a citywide service assessment is completed in fall 2010, said library spokesperson George Williams. A decision on whether to include a library will depend on the review’s results, and library officials are bound by the board’s decision to hold off on planning until the assessment is finished, Williams said.
“When we look at expanding library services we want to know what type of library service would best serve Rosedale and other neighborhoods in the city,” Williams said.
In addition to the apparent scheduling conflicts of the two agencies, a new library would raise the cost of the center from $14 million to an estimated $25 million, said Ward 6 D.C. Council member Tommy Wells.
John Cotten, community liaison for the Friends of Rosedale, suggested that funds being used for the nearby R.L. Christian and Langston library kiosks — which are slated for eventual closure — could be channeled into a new library to help make up the difference.
Library officials have suggested that the Northeast Neighborhood Library at 300 7th St. NE, about a mile and a half from the Langston kiosk and a little under a mile from the R.L. Christian kiosk, could serve as an alternative to residents when the kiosks close. Some residents disagree.
“It would be too far for the children to go,” said resident Brenda Artis. “We want something in the heart of our community.”
Even though plans are up in the air, the Friends of Rosedale is already organizing volunteers to work with children in a reading program at a potential future library, Cotten said.
Brit Wyckoff, co-chair for outreach with the Rosedale Citizens Alliance, said he believes a library at the community center is the best chance for one in Rosedale within the lifetime of its current residents.
“You get a shot at this maybe every 50 years,” said Wyckoff. “We want to make sure that the library is not left out of this planning.”

ANC6A Supports Library Facilities at the New Rosedale Community Center

Mr. Hill:
At our regularly scheduled, public meeting on April 9, 2009, and with a quorum present, our Commission voted to request that the Board of Library Trustees support the construction of a library and library services as an integral part of the new Rosedale Community Center.
As you may know, the Rosedale Recreation Center is slated for a comprehensive modernization, which will raze the existing structure and build a state-of-the-art community center for residents. The inclusion of a public library on the grounds of the new social center will unify positive community engagement for our neighbors and serve to further unite the Rosedale community. Our neighborhood is being disproportionately affected by the potential closure of two neighborhood kiosks - R.L. Christian and Langston. In December, 2008, when responding to neighborhood concerns about these closures, the DC Public Library announced that they were considering the replacement of services through a possible co-location on the site of the Rosedale Recreation Center.
It is our understanding that the DC Public Library has not yet committed to exploring this option with officials from the Department of Parks and Recreation, who are swiftly moving toward final site design of the Recreation Center. We further understand from library staff that there is a requirement of only approximately 3,000 square feet of additional space beyond that planned for the Recreation Center in order to accommodate a robust library offering for our citizens. We believe that there is ample room on the Rosedale grounds and urge the Public Library to commit to joint planning with the Department of Parks and Recreation as soon as possible.
Please let me know if there is any information or action by the ANC that may assist your agency in fulfilling its commitment to include library services at this important community site.

Senior Open Swim @ Rosedale Recreation Center Pool!

At the request of RCA's Outreach Committee, DPR has graciously and expeditiously started a Senior Open Swim (55 and older) on Mondays and Wednesdays from 10:30AM until 12PM at the Rosedale Recreation Pool. The program begins this coming Monday, June 15. Though the facilities are a bit dated, the restrooms, shower and changing areas, deck area and pool are very well maintained and exceptionally clean. And, the pool staff are professional, courtesy and helpful. So please let the community know about the new program and hours.

Also, Mr. McElroy and other DPR Aquatic Department staff, including a representative from their Capitol Projects team, are tentatively scheduled to attend RCA's July 13 monthly meeting (at the Rosedale Recreation Center) to discuss Rosedale pool programming, seek community input on potential aquatic programs and discuss how the exisitng pool will be integrated into the proposed new Rosedale Community Center, scheduled to break ground this fall.
