ANC 7D 11/10 Meeting Minutes

Rick Tingling-Clemmons outgoing Commissioner of 7D05 explained that he is traveling to Africa (Tanzania, Kenya) to help build schools. He is asking for donations of school supplies – paper, pens, pencils and soccer balls – for the students. Joanne Prue, Treasurer read the financial report. There was some discussion about her resignation because of a discrepancy of 30 cents between her initial report and her amended report. (report copies in agenda packet)

Ms. Cooper spoke about the Smart Meter deployment of digital meters.

PEPCO submitted a plan entitled the Blueprint for the Future to the DC Public Service Commission. The plan is to assist in the reduction of energy use through the use of digital metering.

President Obama proposed moving to an energy based economy using a “smart grid” to manage use. PEPCO couldn't apply for federal funding as the didn't have an Advanced Metering Initiative (AMI) which the funding grants required. The Blueprint helped them get a $44.6 million federal grant which is 50% of the cost of implementing a smart grid in the District.

They will be implementing a meter exchange which entails replacing old dial meters with digital meters. The installation period started on October 4, 2010 and will run through December 2011. The smart grid cannot take effect until all of the digital meters are installed.

Customers will receive 2 weeks notice before the actual installation. The contractor must attempt to make contact with the customer so they will knock on the door prior to the installation. If you are not home, they will go ahead with the process. The actual exchange of meters should take 7 to 8 minutes. The electricity in the home may be off for 2 to 3 minutes. The contractor will utilize a process called “jumpering” if possible so that the power will not go off at all. If the customer has any problems or special conditions they should call PEPCO at the Direct line listed above.

Energy use will be posted online. If individuals want to access the information but do not have a computer, they can call in for their account information. The meter should provide the customer with a higher degree of accuracy about their energy use. Digital meters provide data on an hourly basis for 24 hour periods rather than the current monthly total. Energy profile advice will be provided to assist in lower use. Behavioral changes will be required in order to make changes in use.

A pilot program was run in DC. Peak demand period data is available. A dynamic pricing proposal is currently pending before the Public Service Commission such that a customer could choose to lower their use during those peak periods and get lower overall rates.

Using the current system if there is an outage you need to call PEPCO, but with a system of smart meters PEPCO can get that information from the meters immediately. PEPCO cannot currently isolate an outage and redirect the power flow but with new meters that should be possible. The concept is to “empower” the customer with information. The goal is to assist customers to reduce overall energy costs.

The purchase of energy from renewable energy credits (given for excess energy generated through renewable sources) is being reviewed by the Public Service Commission. The new meters would be net metering capable so that for solar or wind energy generating customers keeping up to date on their consumption versus their generation would be possible and up to date.

The DC Circulator bus lines started in 2005 with two routes.

In 2011 service will be expanded to east of the river with a $400,000 budget. The start date has not been announced. In June of 2010 DDOT began a route planning process which is slated to be completed in January or early February of 2011. It is intended to be a flexible framework open to adaptation.

Circulator buses run every 10 minutes. In order to run with that degree of frequency for the low rate of $1 they need routes with a lot of activity as the buses need to run full in order to pay for themselves. They were established to provide a unique service, not to duplicate Metro buses. To do this they need to connect high activity areas, locations that are in high demand because of the variety of services or events that occur there.

There is a planning meeting Saturday November 13, 2010 at the Benning Library. Proposed route maps will also be posted online with comment forms so that people can provide comments online. The proposed routes are very general, NOT specific details of roads and turns.

A suggestion was offered from the floor that the route maps be compared to a map of school placements to find overlaps.

A question asked if there will be Circulator bus shelters, but now they share shelters with Metro.

The Eastern Avenue Bridge has opened. It has still minor cosmetic work remaining to be done. Lights to be installed, detour dismantled, lights timed.

Kenilworth Avenue Bridge should be completed by mid December.

The Nannie Helen Burroughs road construction process begins November 15th 2010 with a groundbreaking to take place on November 18th. The location of the groundbreaking has not yet been decided but will likely be at Minnesota and Benning intersection. There will be new signals, new streetlights, water quality assistance, plantings improved. Between 46th and Eastern Avenue the road will be narrowed to one lane by re-striping. The road will not be physically narrowed. Parking areas will be striped in so that DDOT can return it to two lanes by changing the paint. The project engineer on this will be John Gomez.

The receipt of federal stimulus money allowed the schedule for the bridge construction by Kenilworth Gardens to be moved up.

Two Parkside projects:

1. Parkside pedestrian bridge service road to the Minnesota Metro stop

Replace all 3 pedestrian bridges up to the Hayes Street Bridge
January 2011 will start the total reconstruction of Benning Road between 39th and 42nd
Benning Road Bridge should have a redesign ready by April of 2011
December 1st should start rebuilding all of the bridges over the Watts Branch (the 44th and Minnesota Bridge is the only bridge staying)

Indicated that Community College of DC ( CCDC) presenters could not attend with him but they will be present at the ANC meeting in December.

Mr. LaPiano discussed the Parkside project and its Master Plan.

In 2006 the master plan for 15 ½ acres were approved for a Planned Unit Development (PUD) which included the building heights, density, and uses. When the developers want to build any single building within the more general Master Plan they must go through a second stage process as they find specific tenants in order to fulfill both the plan requirements and the tenants needs.

A few of the main areas pinpointed as desires by the public during the planning sessions were:

1. Neighborhood serving retail
2. Mixed income house (both ownership and rental)
3. Create permanent jobs
4. Education improvements
5. Provide health and recreation facilities and programs

One of the offerings will be Educare placed next to Neval Thomas school which will offer (among other things) the first 6 week to 3year age daycare.

A local non-profit, Groundworks Anacostia River run by Dennis Chestnut will be creating the Parkside central park.

DCPCA, a three story primary care clinic, will offer Dental, Well Baby, and OBGyn services. The plan includes putting a new CCDC campus next to the clinic so City Interest is therefore asking for changes to the plan in order to accommodate CCDC. They are not asking for additional overall density to the plan, but since the health clinic and the campus will be lower buildings they are asking to make the central business office towers along the interstate taller. This means shifting the density from the north end corner of the original plan to the center of the east side in order to retain the original number of square feet available.

The community college should bring approximately 3,000 students to the site which should assist in attracting retail because there will be a substantial daytime population. This should assist in attracting restaurants or other businesses offering service that students might need.

Any Ward 7 residents interested in being hired to work on the Parkside project should contact Maurice Perry of Bank of America at 202-442-7526. One of the requirements for the project is that a percentage of those hired must be Ward 7 residents and some percentage of the jobs must be permanent jobs.

The traffic studies done were sent separately. In 2012 the PEPCO plant is being decommissioned. At that time it should become possible to build a road connecting Benning Road to the main Parkside site through what is now the PEPCO property. This will make the area more accessible to surface road traffic and visitors.

October 7, 2010

1.  Combined Federal Campaign Discussion: Arleta Vogan proposed RCA look at submitting an application for the Combined Federal Campaign (CFC). This will provide additional funding to support programs to include boxing, cheerleading and baseball at Gibbs Elementary or the Rosedale Youth Institute.  She will review the application process, criteria and determine if RCA can gain the Combined Federal Campaign status.

2.  Andrea, with Greater DC Cares is interested in building capacity at the community level. Greater DC Cares will work to identify individuals with skills in the community and match them to the needs of the community. Examples include Tax Preparation/GED and Home Maintenance experts created in other communities. Currently, within the Rosedale community Teach Yoga is working with moms who have children in after school programs. The instructor will work with parents who have children in after school programs. The programs have the potential to be held at the Rosedale Rec Center.

Question: What is the date of completion for the Rosedale Recreation Center and will they provide an enclosed Olympic size swimming pool?

 Response: Completion is projected for Fall of 2011. There are no plans for an indoor pool option, however RCA can inquire. Alternative options include a dome for the pool.

3.  Brittney Lovejoy: Virginia Tech 5th year Landscape Architecture student discussed her thesis project to help create a design scheme for more sustainable, usable open space for the Kingman Park/Rosedale neighborhood.  After surveying vacant lots, she was able to identity vacant lots that can be used for green space, farmers market or other outdoor space. She encouraged the group to provide feedback on the project.  She will provide updates as she moves to complete the project.

4.  Hannah provided information on the Grief Support Group.  There is also a concern about violence at 19th and Benning Rd.  Suggestions to decrease crime include a better working relationship with community police in the PSA 103 that serve the Ward 5 neighborhood.

5.  Outreach Committee:  RCA will request Safeway sponsor a computer room at the new recreation center.

6.  Coach Stephan "Chubb" Starks has 11 children from 5 – 7:30pm on Tuesday, Wednesday, Thursday and some Fridays to teach boxing.  Groups include Pee Wee to Heavy Weight boxers.  This program is in need of funding to secure equipment.

A special thanks to Brit Wyckoff, Dana Wyckoff, Hannah Lewis, John Cotton, Necothia Bowens and Sondra Gilbert for all the time they have spent on keeping the RCC&L in the forefront of City Council and the Mayor’s Office to let them know the community is paying the price for any and all project delays.

2. C Street, NE - At the request of RCA, Council Member Tommy Wells and ANC6A have both sent separate letters to MPD to request a permanent speed-camera on C Street, NE. Both letters are posted on the C Street, NE Project blog (cstreetne.blogspot.com).
3. 17th & 19th Street two-way conversion - DDOT's Transportation Policy and Planning Administration has completed the two-way conversion study and analysis, 17th Street from Benning Rd to Potomac Ave and 19th Street from Potomac Ave to C Street. The project has now moved to DDOT's Infrastructure Project Management Administration for final design and implementation. The conversion time-line has not been set, but multiple sources note that it will probably be in concert with the completion of the 11th Street Bridge project. Hopefully we can convince DDOT to expedite the conversion before then.

1. Kingman Park/Rosedale Community Garden committee is actively pursuing the purchase of the garden property (and the adjacent south lawn property). They are in discussions with the current property owner, DC's Office of Property Management and Wiper Corporation (purchasing garden property through DC back-tax-sale). 1. Rosedale Rec Center Volunteer in Action: Every person considering to become a volunteer with the Rosedale Recreation Center must be filed with the Dept of Recreation as a VIA.
2. At the request of RCA's Outreach Committee, DPR has graciously and expeditiously started a Senior Open Swim (55 and older) on Mondays and Wednesdays from 10:30AM until 12PM at the Rosedale Recreation Pool.

Special Presentation

Cameron Nerdahl, MACTEC Engineering & Consulting Project Manger for the Benning Road Reconstruction project provided an update on the construction phasing and a time-line for completion.

Highlights:

• Infrastructure (underground utilities) Completed
• Street car rails and median should be complete by August 15 - streetcar rails will be set on the inside lanes (adjacent to the median along Benning Road) and switch at the starburst intersection to the outside lanes (adjacent to the parking lanes) along H Street
• Mural is complete and awaiting the completion of the Starburst pedestrian plaza for installation
• Starburst Intersection to be completed in Spring 2010

4. Pilgrim AME Church, 612 17th Street NE, hosts a “Youth Night” every Friday evening from 6-9pm.
5. Sondra G. requested RCA consider changing the meeting start time from 7:30pm to 7pm. RCA will post on the listserv and add it to the July agenda for discuss.

Transportation Committee Report

1. DDOT is currently seeking contract bids to do a in-depth traffic study and preliminary redesign based on analysis and community input for C street, NE from 21st to 16th Streets. The study is scheduled for 2009. More information will be provided once DDOT has awarded the contract and study is scheduled to commence.

2. Some attendees voiced interest in speed-humps for Gales Street, between 16th and 17th Streets. DDOT has a specific program, so contact Ken G. (Rosedaledc@gmail.com) if interested in pursuing

3. Noted that DDOT plans on converting 17th and 19th Streets tentatively scheduled once the 11th St. Bridge project is completed

4. Forest Hayes noted that the Benning Road Reconstruction Project, originally scheduled to be completed December 2009, will most likely be completed mid-2010 due to coordination issues with underground utility work

Outreach Committee Report

1. Brit W. discussed the need for coordination between the DPR and Libraries to ensure Library facilities and programs are included in the design and programming for the new Rosedale Community Center, scheduled to begin construction this year. Forest Hayes stated the Mayor is committed to allocating a portion of the set building area, example a room, and will assist in facilitating a discussion between the Rosedale community, Libraries and DPR to consider Library staffing and programs.

Garden Committee Report

1. Garden plots are available for at the Kingman Park/Rosedale Community Garden, located in within the interior block bounded by D and E Streets and 20th and 21st Streets. If you are interested, contact Logan W. (Rosedaledc@gmail.com)

Crime & Safety Report

1. Officer Bell stated 4 MPD officers are now of foot-beat in the Rosedale area, including Benning Road corridor.

2. Forest Hayes stated the Rosedale neighborhood (PSA 103) is designated by the Mayor’s office as a Focus Improvement Area (FIA) which allows for increased and expedited city resources to combat community issues from drug-related and nuisance properties to trash removal and tree-plantings.

3. Officer Bell stated PSA 103 officers are now routinely onsite at the Rosedale Recreation Center.

4. PSA 103 Lt. Caldwell has requested a Closed Circuit Television (CCTV) camera at the corner of Gales and 17th Street, next to the Rosedale Recreation Center

New Business

1. Kelvin Robinson, ANC6A08 Commissioner, introduced himself. He briefly explained that his priority is on public safety and is co-chairing the ANC6A Public Safety Committee. He is currently focusing on youth and ways to provided them with positive, educational, fun activities during the summer months. The next ANC6A Public Safety Committee meeting will be April 30 @ 7-8:30 PM (Options Public Charter School 1375 E Street, NE) to discuss the DC's plans for summer youth activities in our area.

2. Mamie "Peanut" Johnson, was a starting female pitcher (second female to play in the league) in the all male professional baseball Negro League during the 1950’s. She is proposing to have the new Rosedale Community Center reconstructed playing-field named after her. She was discovered and recruited playing baseball on the Rosedale fields. RCA has agreed to write a support letter. Mamie’s associate, Jerome Gray is currently researching what DC agency to contact to pursue the issue and RCA will send the letter to the appropriate agency, assumed to be DPR.

3. Mary Elliott and Chris Coggins with the University of the District of Columbia (UDC) briefly presented UDC’s Community Outreach and Extension Services and 4-H programs available to the Rosedale community.

4. Mary stated that UDC is planning a “Quality-of-Life Day for Ward 6 and would like to host the event at Rosedale Recreation Center. She is asking for RCA to help promote, support and volunteer for the event. If you are interested in volunteering for this community event contact Nikki B. (Rosedaledc@gmail.com). Transportation Committee Report

1. H Street Shuttle now in operation
2. Service Request has been submitted to revise the destination sign at C & 17th Streets, NE, to change the text from "Downtown" to "Lincoln Park" and "Eastern Market" and "RFK" & "Armory" to "Anacostia Riverwalk Trail".
3. Committee plans to collaborate with ANC6C Transportation Committee to request DDOT implement 2003 Motor Carrier Management and Threat Assessment Study recommendations for strict motor-coach and commercial-truck routes through the Greater Capitol Hill community.

Outreach Committee Report

1. Committee now has the complete 'Chronicles of Narnia' and are still accepting books, especially ‘Teen’ focused fictions and non-fiction, for the Rosedale Community Lending Library RCA OC established in the Rosedale Recreation Center. Garden Committee Report

1. For the last year the committee, led by Pat J, has actively discussed and pursued the land-purchase, northern half of the land that the Kingman Park/Rosedale Community Garden (KPRCG) is currently on, from the current private owner. Currently, the owner allows RCA to use the land for the garden in exchange for KPR Garden members maintaining the site (cutting-grass and vegetation, collection on-site trash, etc.). KPRCG is pursuing the purchase to ensure the garden’s future endeavors and to ensure the viability of the financial and labor investments to garden improvements and infrastructure. This would also allow the garden to pursue permanent utility water service.
2. A $2,500 grant has been pledged by Capitol Hill Community Foundation (CHCF) to go towards the land’s purchase. A big thanks CHCF for their pledge and belief in the KPRCG’s efforts!

RCA members are planning to testify and submit a letter to the Library Oversight Committee, chaired by Harry Thomas, meeting on Monday, March 16, at 10am, to urge DC Public Library to commit and allocate funds for a new public library-wing within the new Proposed Rosedale Community Center project since 2 neighborhood library kiosks are scheduled to be closed, R.L.Christian kiosk at 13th & H Streets and
Langston on Oklahoma Ave & Benning Road.
3. It appears the much anticipated new Rosedale Community Center ground-breaking ceremony, scheduled for April 12, 2009, for has been postponed to May. If anyone has more information please post or contact RCA, rosedaledc@gmail.com.

The meeting was exclusively dedicated to discussions with Mayor Fenty. February meeting agenda items will be differed to the RCA's March meeting.

Topics discussed with Mayor Fenty:

1. Proposed Rosedale Community Center
a.. Ground breaking May 13 (construction through Sept. 2010)
b. Jason Turner, DPR Chief of Planning & Capitol Projects will work with Director of Public Libraries (PL) James Turner(?) to incorporate Public library space within the allotted 16,000sq.ft.facility. Ask PL to contribute funds to support PL programming
c. Athletic Fields will also be reconstructed at the same time
d. Citizens request a small room/office be dedicated in the new facility for MPD as a on-site presence
e. The current pool is staying and will be incorporated into the final design layout. However, it will be closed during construction, dates have not been established

2. Shuttered Gibbs Elementary
a. As far a the Mayor is aware, Chancellor Rhee doesn’t have specific plans for the facility to date.
b. Some citizens recommended converting the space to a community-wide art gallery and art-studios available to local artists and school programs
c. Citizens recommended using Gibbs as a transition space for Rosedale Recreation Center programs while the new facility is being constructed. Mayor Fenty thought this was a good idea and will have DPR coordinate

3. Benning Road Reconstruction Project
a. RCA inquired about time-line for completion. Mayor Fenty was unaware that the time-line had been extended to June 2010. He stated he would ensure DDOT completed the project on schedule for December 2009

4. Hechinger Plaza Site/future of National Wholesale Liquidators tenant space
a. The Mayor was unaware of any potential “big-box” tenants for recently closed Modell Sports store
b. The Mayor is open to providing incentives for a right-fit government and private partnership to develop the Hechinger’s Plaza site

5. Recently closed Café Roma (411 18th Street, NE)
a. The Mayor stated his office would draft a support letter for a zoning special exemption if Café Roma needed it to include a bakery as part of their business-plan.
b. The Mayer also recommended Café Roma submit a letter to ANC6A requesting a support letter for a zoning special exemption to include a bakery on premises
c. Forest Hayes and Chris Taylor have contact RCA for Café Roma’s contact information, The Mayor’s Office of Community Relations & Services is going to have a member of the Department of Small and Local Business Development work with Café Roma.

6. C Street, NE (between 21st to 16th Streets)
a. RCA asked for the Mayor’s support for transforming C Street from a minor arterial commuter & commercial cut-through corridor to a green, multi-modal, residential gateway for the Greater Capitol Hill community. Mayor is open to the idea. Asked for more information once DDOT had a scope-of-work and proposed designs
b. Requested Mayor support RCA request for MPD-SOD to erect a permanent speed camera for east- & west-bound traffic lanes. Mayor did not specifically address
c. Requested the Mayor support reducing one west-bound traffic lane immediately after the Benning Road reconstruction project is completed. As is RCA’s intent, the Mayor would support it as long as it did not adversely affect adjacent neighborhood street traffic volumes

7. Future of RFK Stadium
a. Mayor stated he has not been in any formal discussions with anyone about potential uses for the property, any type of redevelopment would be a long, long way into the future and would go through the proper community review

8. Mayor’s thoughts on how President Obama may or may not support DC during his term
a. Mayor is confident the President will support DC voting rights if it makes it to his desk
b. Mayor is hopeful the President will support DC’s efforts to fix it schools, how is to be seen.
